Shipping zones
WooCommerce → Settings → Shipping → Shipping zones.
Create zones (e.g. Domestic, EU, Rest of world) and assign regions.

Methods per zone
Flat rate for fixed price, free shipping with minimum order, local pickup for click-and-collect.
Use table rate or extension plugins when rules exceed flat rate (weight tiers, courier APIs).
Product-level shipping class
Assign classes (bulky, letter) when certain SKUs need surcharges inside the same zone.
Display policy on the storefront
Add shipping/returns snippet on product tabs and a dedicated Shipping & Returns page linked from footer.
EU consumers often expect withdrawal/return information before purchase.
Test addresses
Use checkout with addresses in each zone; confirm only eligible methods appear and tax/shipping order totals look correct.
